I want feedback on this one regardless of whether you think I'll like what I hear...
I'm thinking of shopping it to emphasis the mid column, to mark the difference between the industrial left and the touristy right side of the picture... might shop out the skyscraper
My feedback is don't use imageshack, it is slow as fuck.

She turned away, what was she looking at?
She was a sour girl the day that she met me
Hey, what are you looking at?
She was a happy girl the day that she left me
What would you do?
What would you do if I follow you?
What would you do? I follow
Looking at this a little more, I maybe what the OP was after was a contrast photo - ageing, decay, run down and shabby versus new, modern, aesthetically pleasing. Except there isn't enough of either to really pull it off. An old shopping trolley or some abandoned toys might have helped on the left, whereas some vibrancy in the sky on the right would've been a good start.

If you just want the girl on the wall to stand out, then you can desaturate the background and leave the colour on the girl. Like this...

Duplicate the original layer, desaturate the top layer, apply a vector mask and then use the paintbrush to bring the colour back into whichever parts you want.

I think FJ is on the right lines, but I use that desaturation technique too much sometimes.
I'm currently thinking of splitting the scene into different layers for each wall and then applying saturation to each of them seperately so that they are more distinct. I may give them almost surreal saturation (much like the 'days of saturation' pic I posted which was equally drab at the beginning)

to be honest i don't think there is going to be much you can get from the original pic.
A pic from the windows on the left might be cool, same level as the girl.

That last effort is a lot better, CBS.

That last effort is a lot better, CBS.
Took 7 fucking layers and subtle filters on
CBS lives in the ghetto shocker.
