looks a bit soft
actually some of it looks slightly blurry but your shutter speed should of stopped any movement
can you do another test shot , on the eyes or something
Could be blur rather than softness. Got another shot in daylight?
i thought that but even the hairs that dont look blurry dont have that detail that sharp lenses capture
then again its iso1600 which wont help much

There are certain things though that will preclude a shot being very sharp. ISO1600 being one of them, shots suffer there because of the algorithms used to reduce noise at such a setting. A lens is pretty much always softer wide open then it is around F8-F11 and past that you start getting diffraction issues.
You'll be lucky to find a lens that is consistently 'sharp' at ISO1600, F5.6, with a shutter lower than the focal length (1/200 < 214mm)
